The Pearl

I would like to start a project on the server related to the man-made island in Qatar that is called The Pearl. So, I believe my main challenges are:
- Excavating large arcs in a peninsula
- Filling those arcs with water where needed
- Filling in areas that are underwater where needed
- Building out docks into the arcs

Any suggestions on the above are appreciated. Where should I build this and should I try to get some sort of zoning for it? I kind of started this already but then someone has built a house and wall right in the middle of my trench. Would anyone be interested in cooperating on the project. There should be three large circular islands that will need buildings and other structures on them to really make the project impressive.
