Cannot invite offline players to town

As I have recently tried, it seems that I am not able to invite offline players to town with the /town add+ exactnamehere command - it returns error that "/town add+ is not registered".
As this command is in "/t help mayor" ( I am using it correctly), it should definitely work.

Plot commands are not implemented. There is a post in suggestions for them to be enabled but I'm not sure Enlighten is convinced that they would add value to the game.
