I think no one will be able to craft it at all..

Someone else would find other piece and that item will not be crafted for ever.

Edit :

Also , bugs should be fixed first.
And if exploiting bugs are not bannable i am going to use some duplicate bugs. It is getting annoying.

What about speed boats and other vehicles because lets be honest swimming and boating is too damn slow whilst running depletes hunger like no one's business.

Not really, as one part of the weapon is useless then the player should give it away for a high price or try to buy the other pieces, keeping it just so other won't get the weapon is pointless.
Could be that two towns will have the pieces which will lead to damaged Diplomatic relations over a silly Item And so The holder of the item must handle the greed of others or hand it over simply for a fee... Its not Impossible to craft but it will be hard and challenging as the person who gather it will have Great power that he shall not use wisely xD

Notice all the items are mainly for rich players, some easily attained custom items might help new players and improve the rate of players staying at this server

This is true, here are my ideas:

1. If you play on the server for a period of time you get in-game rewards.
2. Maybe a temporary house starter kit with wood planks and a chest.

Now my mind goes blank...

Other ideas:

Food related

-New fruits for growing.

oranges - drop like apples from trees
lemons - drop like apples from trees
grapes - grown on vines on fences
tomatoes - grown like melons and pumpkins
strawberries - grown like melons and pumpkins

Then a custom item, a juicer which turns the new fruits into juices which can be combined successfully or unsuccessfully into better juices. (Obviously previous fruits are included)

- Cooking pot

Customisable item, put in fruits / fruit juices / meats / flowers / seeds etc to make new foods which either work or don't (like skyrim alchemy) and create foods. A recipe book upgrade could also be added so successful recipes can be stored so that players don't forget.

IMO it's a cheap form of replayability that isn't exactly sustainable.
