no hostile mobs? read this!
I think i know why skeletons, spiders and zombies are so rare! it's simply becuase the mob spawn limit is filled whit cows, chickens and pigs! The hostile mobs can't spawn because the passive mobs do not despawn as hostile mobs do! This is a change jeb did when animal breeding was added to the game, they had to remove despawning of passive mobs so it was possible to leave your farm without they depsawning while leaving the chunk/chunks (this also includes wild animals).
I also noticed some animals spawning underground while mining (old problem?).
So when voting for the poll choose wisely because there are both pros and cons to each one of the choices. i would go for number 1
1. Let animals despawn = no farms because animals will despawn while nobody is there.
2. Stop animals from spawning = still a shit tons of them remaining (if not server restarts mobs, /killall), but makes it possible to still keep farms. And it got a small chance to make animals rare (i doubt this will be a problem).
3. Don't do anything = won't solve anything!
4. Higher spawn limit = won't solve anything!

I'd say: return to the old minecraft formula of animals despawning automatically and no breeding.

Yeah ,i would make a mob spawner that moves mobs further than limit area , then go afk in near spawner , and spawn 3k mobs and server won't lag..

Well what I have experienced yesterday with few other players can't be expressed by words - hundreds and hundreds of cows and pigs simply walking around not far from npc's (around arena, on the ground and water this time). So, in my opinion there's something wrong with farm animals spawn rate as I have seen only a few aggressive mobs in there. (On the other hand, NPC's don't help a lot in this situation too, as mobs spawn around them like they would spawn around normal players.)

explains why there are so many at spawn.
another thing that i just noticed was that chickens does not spawn in the same rate as cows and pigs does? is this because of the huge chicken farm at melcamp?

No it is not.
It is because pigs and cows usually spawn in groups.
Server is usually close to mob limit so , when it can not spawn group of mobs ,it will spawn chicken.
Thats one reason , second reason is :
Chickens can spawn in 1x1x1 areas while other mobs can't. (Pigs need 1x2x1 , or 2x1x1 , cows need 2x1x2 or 1x2x2 area to spawn)

The problem is with the way the spawn limit plugins work. All mobs are kept under the same limit with the current plugin. The easiest way to fix this is to have a hostile limit and a passive limit that way they dont interfere with each other.
